Our client is looking for a I&IT Project Manager to join the Community Services I&IT Cluster, Data Collection and Decision Support Solutions Branch!



As Project Manager, you will:


• manage internal stakeholder relationships while partnering with business areas to identify and implement project management efficiencies

• manage cross-functional team coordination with internal stakeholders and project teams to accomplish business area goals

• manage and lead requirements gathering and fit-gap analysis based on business and end user needs

• manage all phases or specific components of multiple large multi-ministry and multi-year projects

• manage project teams and provide guidance and expertise on the use of information technology in client business planning and business improvement initiatives

• manage strategic planning initiatives to develop proofs of concept to determine feasibility of future product development




Leadership skills:

• You are a self-starter and can easily adapt and be proactive to anticipate changing needs of multiple stakeholders.

• You have demonstrated experience leading I&IT projects and providing team leadership and guidance to technical project teams.

• You have experience in day-to-day management of technical and non-technical resources to complete projects on time, scope and budget and actively lead cluster-related activities to support Ministry MyP submissions.


Project management knowledge and experience:

• You have experience in leading optimization efforts to identify and implement efficiencies.

• You have experience using and supporting portfolio and project management systems (e.g. Planview PPM, Microsoft Project).

• You have experience in utilizing procurement methodology and practices to determine request for proposals (RFPs) requirements/specifications and to participate in evaluating proposals for both task-based consultant and solution RFS.

• You have procurement knowledge to drive branch policies and practices to obtain procurements for services software solutions, and hardware.

• You have an understanding of financial management to develop and manage project/program budgets.

• You have demonstrated project management experience managing all phases of IT projects, knowledge of project management theory, methodologies, techniques related to all phases of an IT project lifecycle (e.g. PMI/PMBOK, SDLC, UPM, ITIL, Agile/Waterfall etc.), to lead and manage end-to-end IT projects.

• You have demonstrated experience leading all requirements activities, inclusive of requirements gathering, fit-gap analysis, business process re-engineering, and requirements traceability using both agile and waterfall methodologies.

• You have demonstrated experience leading all testing activities, inclusive of defect management, change request management, and scope / contract remediation with vendors.

• You have experience developing an integrated project plan and managing activities/resources throughout the project lifecycle and release management, which includes experience with executing platform technology upgrades to support client ministry solutions.

• You have demonstrated experience with analytics and data visualization tools and technologies (e.g. Tableau, Microsoft PowerBI, IBM Cognos, UI/UX, etc.).

• You are proficient with HP ALM, Microsoft DevOps and Microsoft TFS.

• You have experience with conducting proofs of concepts and need assessments.


Relationship management and communication skills:

• You are self-motivated, and able to motivate and inspire those around you to accomplish common goals.

• You have demonstrated consultation, negotiation and mediation skills to communicate project deliverables and complex problems, resolve conflicts and develop and sustain effective working relationships at the senior executive level across the cluster, OPS partners, and client ministry.

• You have demonstrated written and verbal communication skills to design develop and deliver presentations, prepare proposals and business cases.

• You can provide specialized advice and expertise to client groups on the use and cost-benefits of information technology in business planning, process optimization and provide expertise for the development of business cases.

• You can communicate technical ideas and concepts to non-technical audiences, both executive and non-executive level client ministry stakeholders.


Organizational and problem-solving skills:

• You have a high attention to detail, are able to take on multiple continuous initiatives.

• You understand change management principles and techniques to facilitate complex business process change (e.g. Prosci Change Management, Lean Six Sigma, etc.).

You have demonstrated experience evaluating and defining project management requirements, identifying options and making recommendations.

• You have demonstrated experience identifying, monitoring and managing risks and issues through to resolution or mitigation.

• You are able to execute on activities with changing requirements that require coordination between multiple stakeholders.
